Heres how I see it...
If the load does not need placards (nothing in ppwrk saying it needs it and the amount doesn't exceed the point where it needs placards) then yes, you can haul the hazmat items without a hazmat endorsement.
There are also a couple hazardous materials that are placarded but you are still able to haul it without an hazmat endorsement due to its packaging. The only one I know of (from personal experience) is sulfur. Picked it up, was given placards, and also given a form stating that I didn't need an endorsement (can't remember wording).airforcetoo Thanks this. -
If it is listed on the BOL as a hazmat look it up in the book and see what the RQ {Reportable Quantity} is. If there is no hazmat listed on the BOL just go with it.

Sulfur wasn't regulated until the HOT products, Asphault, Molten Sulfur, etc. were listed due to the thermal danger.
The products that really scared the HM guys were flammable resins that were transported at temps higher than the flashpoint due to the thermal danger coupled with the fact that the product was hot enouth to produce vapors that only needed an ignition source to burn same as a flammable gas.
All sulfur does is solidify, no biggie unless you get it on you since it is over 235 degrees in order to be liquid... -

What you did do was put yourself at the mercy of the office girl who gave you the shipping papers. As soon as she said Hazmat, you should have been on guard and double-checked with either the regs or somebody else back at the home office. Or both.airforcetoo Thanks this. -
Actually if one has questions, that's exactly what you are suppose to do is ask your safety guy. Every company that is hazmat certified, the safety guy is usually pretty sharp on the hazmat rules.
If it requires placards, it requires endorsement. If it's something that is not reportable quantity, no hazmat endorsement is required.
Any amount of 1.1, 1.2, 1.3, 2.3, 4.3, 5.2, 6.1 (inhalation), 7, require placard and
hazmat endorsement.
Over 1001 lbs, 1.4, 1.5, 1.6, 2.1, 2.2, any 3, 4.1, 4.2, 5.1, 5.2, 6.1(other than inhalation), Corrosive 8
There's a few other rules for bulk containers like we had a member get in trouble with an empty diesel tank. But them above numbers should satisfy any van driver.
There are a few more things, but that is a quick reference. Hazardous waste has a few guidelines and exceptions.
Bills should have the hazard name, class or division, UN #, total quantity, # of Pkgs, Emergency contact #, HM should be checked. If you don't have an ERG, they should give you a MSDS also.airforcetoo Thanks this. -
kool ... so the safety guy would be more than happy to answer these questions then huh? I didn't know we could just call them up ... Ignorance is bliss, but if you've ever been to the Fort by that name, you know that's not a good thing!

If it is Less than the reportable Quanity of the Level of HGazmat then it does not need the Placard and you do not need the Placards and also some stuff is Catagory 9 ORM and is not Hazmat persay but is Regulated by the feds and the DOT. PolyStyene aka Styrofoam is one of those. I hauled a Crapload of that where the BOL would say Placards supplied by Carrier we had a Stack of them 6 feet high in the yard YET not ONE load left the yard with them on. Now if the trailer hauling the load of Said Styene hits the RR as a IM load you better have those Placards on there or the FRA and the RR will have your BUTT in the sling.

There is no way for me to be able to tell you if that particular load required placards without seeing exactly what was on board. PM me with the HM descriptions and amounts and I can tell more about the placarding required.
There are MANY situations where HM does not require placarding. When placards are not required, an HM CDL endorsement would not be required either.
You are correct in being concerned about it if you do not have an HM endorsement. If you were stopped with a load that REQUIRED placards and you did not have an endorsement, that would not go well for you.airforcetoo and Cletus29 Thank this.
