I've seen it done pushing the hook up from the bottom with the hook facing out
Also seen what you did but pull a little more strap loose from the bottom tip the hook forward and push it down behind the rail to catch it on the bottom of the rail. Like a triple wrap. But those bundles probably hang over the edge just enough that the hook wouldn't have room to slide down unless you turn them sideways.

Yes the load hangs over just enough the hooks don't fit. But I will definitely try that on other loads.

I'm serious about your boss though. I am horrified that a business owner doesn't prioritize long-term Insurance risk over short-term securement time. That is morally slippery and business-wise terrifyingly short-sighted.
Unless you have a lot of factors to outweigh that really dumb comment I would keep my eye open for a different place to work. I could see that situation going belly-up in a million different scenarios

I’m not one to blind bash a outfit: a boss telling you something like that is pretty indicative of a poor management structure and knowledge base therein.

That truck owner saying you used too many straps is also the c**t that would be the 1st one to accuse you of not having enough straps on the load in a wreck.

The saying is strap for the crash, not the ride.

Im not saying you can't run 2 straps on the center bundles, but 1 is just stupid. Personally, I'd have 3, 3, 2, 2. In Tx the load is required to have 2 straps in the 1st 4ft. So I always have my 1st 2 within 2ft of each other then a 3rd at the back of the 1st bundle.

I am always looking for new opportunities. I will always do what is safe for the public and myself. He never came out and said don't use this many or that many just insinuating a lot. I communicate with text messages over phone calls so I I have copies of what he says.

I had to recover a rolled load of lumber... Some bundles broke their strapping so you see green and black. I walk the top of loads and roll straps over as I go. Left, right, left, right. When I'm up there I look for crazy stuff loose or stuck in a valley I can't see from the ground.
This load was on the trailer when I got there so the middle straps got pushed thru with a PVC 3/4" 8.5' long pipe with a T fitting on the end. Cut thru the flat long side of the T with a saw making a 1/4" slot. The end of a strap hook will wedge in that slot. Or a folded over strap. A chain hook can also be pushed thru something like the center of a spool by using the other end of the pipe. Best 5$ you'll spend.
If the straps are hanging and you walk down each side sliding a winch to every end strap and hooking the other straps as you go then you will know if you need to readjust straps for lack of winches on a particular side or move straps to accommodate a weird part of the load.
If you do that BEFORE you tuck into the winches you will be less angry LOL
