Here's a start point.

 

Most tanker companies don't require previous experience with tankers. You'll be taught during orientation and after that.
Tankstar sent me to tanker school which was an inhouse school in South Carolina. Not all companies have that though.
I can't really help you with the fuel hauling because I was OTR, by choice.
