So the below text was on my BOL. I delivered the load even though I do not have a Hazmat endorsement and the trailer did not have a placard as the BOL said it was not needed. But if the contents are called out as Hazardous why is a placard not needed? Should the driver have the endorsement? Curious for my own knowledge for next time.
Hmm, not sure, perhaps it's below the required weight for a placard? I see lighters, did you know Americans go through a BILLION lighters a year? Put Shelton, Conn. on the map. It says "none required", that would be good enough for me. I used to haul Sysco stuff, and even a box of Sterno fuel required a placard. Not sure the same today, but if a shipment needed a placard, I thought it was the shippers responsibility to provide them.
Placard requirements depend on material and the amount of said material. Look up, "reportable quantities" for a full explanation.
No you do not need a hazmat endorsement, you are way under the RQ of the UN1956 (1001 lbs) so you are good to go. These should be all consumer quantity levels so ... go!

These items are consumer packages falling under limited quantity due to package design, etc. I thought the description would mention that.
Hazmat and placards. 1st basic is weight.. 1001lb of more.. not eact 1 but TOTAL 2nd is packaging. Kinda like how you can have a load of 55lg drums tanker not requured, the same load in tots requires tanker 3rd What the hazmat is 4th does the bol say exempt/placards not required I use to pull 43k of car batters from MO -KY. Placards not required but endorsement required. Every other load I would have a 2nd stop to get 1 pallet from another shipper. NOW placards are required. I use to pull forklift batteries from Mi-KY 18k-34k placards not required I pulled a fedex load from TX-FL that had 1/4 lb of hazmat and I had to fight with them to give me placards.. it was class 7...!! If class 7 is listed "any amount" requires placards
Some HazMat materials are only HM when they are packaged a certain way. It looks like you are hauling cigarette lighters. That's the classic example of what I'm talking about. Imagine one big tank with hundreds or thousands of lighters poured into it. It would be a HazMat load. But if the same liquid is divided and put into individual lighters, it's not HazMat. The BOL is confusing since it shows 3 HazMat items (X in the HM column) but the BOL indicates at bottom no placards are required. It's one good reason to have a HazMat endorsement whether you plan on using it or not, you are legal if you have the endorsement even if the customer screws up the paperwork.
