Do you need to placard empty hazmat totes that have residual residue in them?. I find alot of different answers from peiple on this.

§ 173.29 Empty packagings.
(a) General. Yes. When I pulled hazmat tankers, the placards had to stay on until the trailer was washed out.

BTW, in my experience it's the shippers who are returning MT hazmat totes who are most likely to get their paperwork wrong. Sometimes they are manufacturers that order hazmat items but don't ship hazmat products. They still need to have the proper description, emergency contact info, etc.

Yes and you should have a copy of the last bol with "last contained" or the like wrtten on it. If no bol than a msds will sometimes work. Cya.

Unless you have a document showing that they were purged prior to transport, then yes.
