I don't know if it is a state thing or not, but I took the test when applying for my permit and got fingerprinted later. I am not sure what difference it would make.

I had to get finger printed first in GA, Call The DMV before you go and they should be able to tell you every thing that needs to be done.
    Good luck

In Ma it didn't matter what the order just as long as you did both. Call your states DMV to find out for sure

Doesn't it take up to 30 days for the TSA background check? Been a while since I did my last one. I believe they told me that it may take up to 30 days, but mine was cleared in two weeks.
I did my TSA first, and waited until I received my letter, then went for the HM test, and straight to the DMV for my license.

My partner and I got ours in Kentucky, and you have to do the finger-prints BEFORE you can take the test.

Here it is in black and white from Georgia's DMV:

"You are required to obtain a security threat assessment from The Transportation Security Administration

(TSA) prior to adding a hazardous materials endorsement to your
    commercial drivers license."

    This is taken from here:

    http://www.dds.ga.gov/Commercial/BackgroundCheckApplicantLetter.pdf

which is the letter Georgia DMV sends out to people inquiring about Hazmat endorsement.

So, to answer your question, fingerprints first!

Maybe I'm not reading that right, because it just says you have to do the background check before you can get your endorsement, but I'm not seeing where it says you have to do the background check before you can take the test.
But, as I said in my earlier post, that's the way I did mine, too.

    It depends on the state.

Illinois would not allow the test to be taken until the background letter approval is in hand.

Although I took the test first, the endorsement was not added until after I had passed the background check. Here is what I did: Took the written test, as well as the haz mat, obtained permit, took driving portion of test, obtained temporary CDL (only paying part of the cost). Got fingerprinted and background checked, Obtained permanent CDL with haz mat endorsement (paying remainder of cost).

in AK and ID you need the TSA letter before they will let you test.
