Sorry but I don't care for LOHSARQ whatever it is. I go by the FMCSR's and the CFR 49 parts 100 to 177. In CFR 49 § 171.8 Definitions and Abbreviations under Hazardous substance a material becomes a hazardous substance when it listed in appendix A or table §172.101 and one package exceeds the reportable quantity. And like you state the RQ is 100lbs. So it's highly unlikely that it's hazardous substance and is hazardous material. Which is real easy then.
There's two types of hydrofluoic acid. One with 60% or more and the other with less than 60%. All your class information, special provisions, and any info you're required to know is right there in table §172.101. Again if you check the required law you'll always be safe. It's good that the OP brought this to the group. -
It is definitely Hydroflouric Acid 48% Reagent. He carries 2 or 3 plastic (1) gallon jugs of it in the bed of his pickup truck. If he were to get in an accident, they would most certainly wind up on the road and probably bust open from the impact.
You could say I have a moral and ethical dilemma to deal with. I cannot lie to the EPA, but I don't want to open a can of worms if he's not doing anything illegal. My boss is the kind of guy who will attempt to sue any employee who causes him to lose sales.

Call your local fire department with the ID number and they will tell you jf and what you can do. This list can not even agree on death or taxes.

However, I thought that some clarification might be in order as others might not read it the same way. -
Sigh - "List of hazardous substances and reportable quantities" - the exact section you're talking about.

Ok no problem. It's referenced all the time as table 1 in §172.101 of the CFR49 parts 100 to 177.
