I build a set of fenders with chain and binder racks in front of the duals you don't have to get up on truck for any secure meant or dig threw a piled up box. It's lockable as well, does add a little weight but worth it In my opinion.

You can run without one. As for the post about Pipe Yards requiring them, they are right. But with a big sleeper truck, I don't see you going to pipe yards since most pipe loads are over 44k and I doubt you'll be able to scale over 39k with a big sleeper.
