He might* be exempt.
* I say "might" because I believe the OP has registered the vehicle as "personal' rather than "RV". While it might present a problem I expect that in the rare chance that he gets inspected for speed limiter compliance, if he's polite and explains his situation I expect any enforcement officer will allow his exemption. In eight-ish trips through Quebec (ON to NB) I never saw an open scale, nor was I ever inspected road-side.
Buses, emergency vehicles, recreational vehicles and tool vehicles are not subject to this requirement.

Sounds like you've done your homework.
Most road signs are easy to understand, no different than driving anywhere else.
The language barrier can be a bit of a problem but if you're going to truck friendly places it's rare I can't find an English speaker.
One piece of advice for anyone going to Canada for the 1st time. Remember the speeds are in metric. When you see the sign for 100 km/h it's obvious but when you hit the off ramp and see a sign for 30 is where you can get into trouble if you don't remember that means 20 mph.JoeF2002 Thanks this. -
I assume you checked with your phone provider about intl. roaming.
It's always better to get Canadian money from your bank for best exchange rate. -
The numbers in Canada goes by kilometers so if you see a speed sign that says 90 km it's your second speed gauge on your dash.Hope that makes since.JoeF2002 Thanks this.

If you at least try and speak some French, they seem to be a little more helpful and courteous. FYI Quebec French is different from actual French. New Brunswick French is different from both IIRC.
JoeF2002 Thanks this. -
