I believe Texas has a law on the books that if your wipers are on your headlights are on.. At least that is what I have always been told.. It is in line with the driving to fast for conditions.. Will stop by DPS office and see what they say..

I never turn my headlights on when it starts to rain.

Because I always drive with the headlights on, period.

Laws don't seem to make much difference. law or no law, there seems to always be about the same percentage of drivers run in rain with no headlights or DRL's ... I don't know that I've ever seen a cop enforce this, anyway. Sometimes, I sloooowwwwwlllyyyy move over to the edge of the lane to give them the impression I don't see them or I've lost track of them (many times actually is the case) ... on more than a few occasions, I've seen them turn on their headlights.

Anytime the road surface is wet, even after it has stopped raining, you need to have them on...or at least the cars need to have them on! With the spray, and combination of fogged up or dirty windows and mirrors, any vehicle that isn't dayglo orange or yellow is #### hard to see. Even on bright days when there is melting snow.
I usually take my time when changing lanes, anyway, I'm not one of those idiots who whip in and out of lanes, and I'm reminded why I picked up that habit every time I spot a car with no lights, usually a gray or silverish one, lurking alongside of me in my mirrors, with no lights.

In Florida, it is illegal to use your 4 ways unless your stopped. However, all of the northern morons that have moved down here think it's the thing to do.
