Well, there's idling and then there's idling. Don't know what part of LTL you are in, but here is how I look at idling. If you're out of the truck doing a drop or pick, or anything else for that matter, there's no reason to idle.
But if you're trying to sleep then whatever the company says, if you don't have an APU, then idling to keep cool becomes a safety issue.
I wouldn't have worked for any outfit that had the engine cut offs to prevent idling.

I had AZ weather in PA yesterday. The high got up to 99 in my backyard, but the humidity was a very low (by PA standards) 23% during that peak heat. As such, being so "dry", we got down to a very comfortable 62 this morning. Usually, in these parts, high heat comes with high humidity, and a night following a 99 degree day would have probably gotten no lower than about 75...
