    That's why there should be more than one set of rules & regs, one for OTR and one for local/regional. The nature of local and regional work demands far more flexibility than what the current, OTR-centric regs allow. It is absolutely asinine to think that one blanket set of rules and regs applied indiscriminately across all facets of this industry will effectively enhance safety without hampering productivity - which in and of itself contributes to safety.
