Paying out of pocket isn't the only way to pay for CDL school and not be obligated at one company.
    Money for CDL Training

If you can afford the cost of the HazMat ($150-200) and you are not disqualified Disqualifying Offenses and Other Factors | Transportation Security Administration I would recommend it. No trucking company is going to say "we cannot hire you, you have a HazMat endorsement." You wont be eligible for some trucking jobs without a HazMat endorsement.

The suggestion I stress the most is find the trucking company you want to work for, you have thoroughly researched, and decided fits what you need before going to CDL school. CDL school, in most cases, is only 3 weeks long. You will not likely have enough time while you go to school to also do as much research as you should to filter out the companies that are bad for most, OK for most, good for some, and a great match for you. The less research you do into where to work with a CDL, the more likely you work at a company that is not a match for you. 80-90% of new CDL drivers leave the industry before they get 1 year of experience.

You need to decide what amount of money is necessary for you to do the job the company needs you to fill. In many or most places there are CDL jobs where you are home daily. There are jobs where you are home 1 or more times per week, and jobs where you get home every X number of weeks. It depends on your needs and the companies in your areas. Since new drivers are likely to leave the worst trucking companies treat those drivers like paper towels expecting to throw them away when convenient or troublesome.

CDL-A requires General, Combination, and Air-Brakes endorsement. In addition you should get Doubles/Triples, Tanker, and HazMat if you can afford it. Only the HazMat will ever need to be renewed. All of the practice tests are available at TruckerCountry.com. At the top of this screen there are some of the practice tests for all endorsements also. The results you get and the treatment you want are largely based on how much research YOU do to find the company that matches your needs. Make sure you are drug free, including cannabis, even if it legal in your state and you think it's harmless. Trucking companies are required to use a urine test, a few will use a hair follicle test. Make sure you are at least 30 days clean for a urine test, and 3-6 months clean for a hair test. Showing up for a hair test with not one hair on you is not a winning strategy at the companies that test hair. They may delay your hiring until they can get enough hair to test. Avoid CR England.

I've run into a couple of companies that use Hazmat certification as a way to filter driver applicants.

It's a fast and convenient basic background check......

Hazmat is only good if you intend to transport dangerous goods like Petrol, Diesel, Kerosene, Propane, Avgas,* etc. etc. with it comes extra responsibility in case of spillage, it usually means because of the extra risk you will also get paid more. Due to the extra care that needs to be taken while hauling dangerous goods ( Hazmat) most companies would be reluctant to hire new recruits, due to the obvious risks, although if there was demand for delivery and they were falling behind in tonnage they may be forced to hire newer recruits if their really desperate. * Note I only mentioned liquids there are many other products that come under the dangerous good category that transport companies are tasked with hauling, the reason I mention liquids/ gases is because they still remain the riskiest to haul if a tank cracks it is much harder to contain a leak, then if the product was powder or solid.
