I agree. Big tires will do it if its not spec'd for them.
If its still got stock tires, I would find out what your pressure specs are and plumb in a gauge. I have a feeling your standby hydraulic pressure is too high. When the new steering boxes were installed, were the poppets at the end of the travel set up correctly? I can't remember the procedure to set them though. -

Ok everything started after I replaced a new starter on the truck before then I didn't have this problem and yes it is dump truck and it has a little bigger tired but we been having it for the last 4 years and never a problem. -
Am just frustrated we don't know what else to do my mechanic has been in the industry for 25 years and never seen this problem ... Now keep in mind everything as far as the power steering system goes it is brand new right now .

Have you tried an infrared gun and checking the temperature at all places in the system? Pinched house, check ball out of place, plugged orifice....something in there is likely restricting your flow, building pressure, and generating heat.
