I know this thread is 10 months old but..... I found this doing searches trying to figure out when ac became an option.
Did it look like this? on the roof? Because that one's on the build sheet from '69 -
According to my uncle, who was born in 44. And he's a retired mechanic. Only career he's known.
He said AC came out in 49. And was a luxory accessory that cost an additional $200. For the addon. For cars. -
Had a 66 KW K100 COE that had a Kysor A/C on the roof. Didn't cool for me in 77, but the fan sure worked good.

I wonder how many of the pre 94 models are still working. And what they did to make them still work. And if they'll still be able to work post january 2017.

Well, if you meant why did they last so long the answer is in what they DIDN'T do to them, not what they DID to them.
If you meant will they legally be able to use them, I wouldn't know. I know the old two strokes have been restricted to mostly military, agriculture and mining applications in the 'Socialist Republic of California' for a LONG time. -
They'd HAVE to do something to them. Their life supply ran out in 97.
