Now having never really been around walking beams much, would the measurement not be the same between the wheels on the left and right? I mean the length of the walking beam has not changed, only its location fore and aft due to the one spring pack sitting off-centre on the saddle.

In a perfect world you are correct. The world is not perfect and that is why the aftermarket came out with excentric ( adjustable ) bushings. Housings twist, bushing are off center, etc.
That is a starting point. Then every axle can run off line from the centerline. As long as they all face the same direction and angle we are OK, right?
If you do not like what you see drive it around the block the opposite and check it again. It may change.spsauerland Thanks this. -
I am curious what alignment shop said. Most good alignment shop do 3 axle alignments and set truck up so rear is what propels truck straight down the road. Only thing I noticed in new picture was saddle and cap gap was not even on one side of truck. The only way to center axles between frame is shim transverse rods like @BoxCarKidd said.

Max bushing wear on bronze centers is 1/8 inch. Just jack up saddle brackets and check when beam starts to move with it.
