It would need to be done at a place that does inspections only , if not they'd always find something to repair to make a few extra bucks. Also no shops in my area that aren't backed up a few days if not weeks no owners want trucks sitting that long for a inspection.

What do you mean by punish?
Inspection of your equipment should be like your annual doctor check up. Heart. Prostate. Teeth. Not something that a man would enjoy but has to do, nonetheless.
I still drive a truck sometimes, as far as Midwest and Fargo ND by choosing certain routes and tollways, times of a day, I wasn't inspected for level 1 since 2015.

Maybe, If it were mandated, certified by the state the inspection centers would open as a business opportunity to do just that.

I dont mean the word "punishment" in a negative sense in that way......
If people do things right, you do a proper level one daily while working. I keep up with my own repairs and equipment, I dont need, as many others may agree/and of course some disagree, to go to a mechanic and pay 200 for the same inspection. Yeah we all know level 1 inspections dont occur often, I hadn't had a level 1 since I think 2009 or 2010....

Looks like a pre abs trailer. At least mid 90’s model before autoslacks were required on new models. Bet they were just that bad out of adjustment because no one, not even THAT Dot man knows how to adjust them anymore.

The hissing air leak is from the parking brake valve, not the tank. The brakes are applied and not releasing, that’s why they’re not moving when applied. Sure at least the one pushrod is out of adjustment, shoes are close if not at their limit, brake chambers probably leaking, tires are may pops, frames welds are broken. It’s a mess. However the DOT Officer has no idea how the parking brake valve works. It probably eventually stops leaking, or will with the tap of a hammer, till it won’t. That Driver screwed himself. Probably hasn’t a clue anything’s wrong. Tough lesson learned.
