He might of been drunk but refusing is the smartest thing to do from a legal standpoint. I don't think they can draw blood unless there's a fatality involved but if your leg or arm is hurting get report go to Hospital and Call 911- Pain you'll have lawyers kicking your hospital room door down.

 

If he's uninsured what makes you think he has a house? your uninsured motorist insurance should take over.

 

You would be surprised at the stupid things people do. People will always cut expenses like insurance before they default on the house. Defaulting on the mortgage has immediate repercussions. The insurance only has repercussions if you need to use it but failed to pay it .
