Well that could be an issue. By no air I'm guessing you a.c. and that's a luxury you can live without. What is messed up with the suspensions?

Tell him it's gotta be fixed before you'll drive it that's 400 dollars tops, you could probably get somebody to come out and do it on the side of the road for that. The horn shouldn't be that big of a deal to get fixed either.
