This is true, but since the OP mentioned logging his hours at the primary job, I assumed that this exemption did not apply to his case.

Fair enough but what caught my eye was "any time you are operating a CMV"
-
I don't blame you.I'd for sure screw up logging if I drove for a second company too much figuring out.
-
They don't have to have a log at all...their hours are kept by time clock at the terminal. That exemption only holds if they clock in and out each shift at the same location.

You're preaching to the choir Brootherhalftw Thanks this.

I like the choirs....not necessarily the preachers!

He could also email his logs to himself when on one job or the other, if both use ELDs.
-
Would the two different systems be able to combine them?
-
He wouldn't need that if he has the logs printed out. An LEO could examine the ELD for his current duty status, and he could show the printouts for the previous 7 days if needed.
Isn't that how that's supposed to work? -
Well yes, but the available 70 showing on the ELD would be incorrect. It would still require manually calculating the hours available and then keeping track of it in your head. While it's certainly not an impossible feat, it does increase the likelihood of mistakes and confusion concerning HOS. Like I said before, sounds like a big hassle for a small gain.
