The typical double/triple Amazon brokering where they change all the numbers/name to PU/DEL

Oh......the OP should add context next time. Also, how do we know that he just isn't putting decals on....I get a picture is worth 1000 words, but its also worth a thousand speculations. There isn't way to know for sure if that driver is double brokering. For all we know, the OP could have taken 1 glance at his ethnicity, and drew that conclusion. I still find the pic to be inconclusive.

Easy. No one enforces any laws and some brokers and many customers dont actully check as long as the load is delivered more often then not. Its also how a lot of these fly by nighters make so much money dispite the ####### rates.

Find a chicago parking lot willing to let you register your business. Buy a truck and front load all your tax writeoffs. Never pay a cent in taxes. Wait till the IRS is going to come knocking. Keep main office in some 3rd world ####hole. Sell all assets to "new" company. Rinse and repeat. And if the IRS shuts down one company they at best get a couple disposable drivers and the main operation is safe in some 3rd world country where the irs cant really get at them.

Some of these companys have been running this way for decades and no one really does anything about it. And most of the few solutions i have seen perposed are going to do dick and all to anyone but honest O/Os

Come to the US work a bit than bounce back home when shtt hits the fan. Normal thing here. Some drivers don’t even live here anymore. Fly in work a few months and fly home.

As long as they have the proper license to operate the truck there is nothing illegal with that scenario.

You’re right it is not. But it definitely changes rates and the driver culture. Transient Workers may not have the same care as they have less skin in the game and can bounce home if they cause an accident. We all have seen the lack of respect of facilities, the trade, and about everything else.

I thought he was taking a leak, with the decals a diversion. Years ago when we trip leased a load back, they gave you decals. You could tell a driver been around by the number of license plates, and how many times the decals were removed.
