30 years ago when I lived in Philly, there were stop signs at the entrance ramps, and the ramps were very short. My guess is Phillies never learned to speed up and merge. We're always vigilant when we approach an entrance ramp when on the hwy. This way we're prepared for anything that WILL happen.
