from my experience at the academy this is very true except my class didnt practice even once for an angle backing but I had a good mentor who worked with me.
I would say the academy teaches well but they should be implementing more of angle backs, yes straight backing etc is important too but how often do we use a parallel out there or an offset? I think I have done 2 and they didnt even have to be done, I just wanted those spots. As for the offset I cant even think of once I wanted to be in the spot next to the one I already was in and did an offset....Plus the technique they teach for the parallel doesnt work in a lot of conditions, you will have a vehicle or obstacle there not a cone to stick your nose into...
I take that back I did my first offset over a week ago at the xtra lease place, they had a flatbed parked in front of the trailer I was getting so instead of trying to find a yard goat I took it upon myself to just move it into a spot next to it but the technique wasnt exactly like the academy...

I was told after the 21 days of class training you go home for a week before you start your 6 weeks on road training is this true?
Also how long does it take to get your AZ cdl permit? Within the first week? -
Pretty sure you can go home as long as you want, within reason, between the academy and orientation. You get your CDL permit on the first or second day.

Monday is paperwork, Tuesday is permit testing day, those who fail try again on Wednesday and then a final try on Thursday. If you fail 3 times your sent home and you have to get the permit on your own time then come back.
When I tested out the lady gave me an option of 1 week or 2 weeks off before orientation, I chose 1 week. Orientation will be Monday to Wednesday, they try to get everyone matched with a mentor but if the class is big you might go home for a couple days after that waiting for a mentor, my mentor was showing up a day late so they put me in a hotel for another night since I was more than 50 miles from home.
