The law about 15 day pay is for trucks leased to a carrier, not shippers paying their charges. Most of the big shippers pay in 45 - 90 days.

I've had my horses transported a few times and have yet to prepay.

Get as much as you can up front. Its that much less you have to worry about collecting when they try to screw ya. And they all do eventually

The above listed link references regulations for "household goods". Since the ICC termination act of 1995, the federal government is primarily concerned with safety and compliance. They don't get that involved in the business transactions between shippers, brokers, carriers, etc. There are some regulations on the FMCSA website that are useful and do regard business practices. One in particular covers what records a broker must keephttp://www.fmcsa.dot.gov/rules-regulations/administration/fmcsr/fmcsrruletext.aspx?chunkKey=090163348008eefb&keyword=property%20brokers
Of course good luck getting them to give you this information without having to pursue some legal recourse. There is nothing in place to state what a B2B term would or should be, and of course if a shipper doesn't pay then you often have to take them o court providing the amount is worth the expense.
    Another interesting law: http://www.fmcsa.dot.gov/rules-regu.../fmcsrruletext.aspx?chunkKey=090163348008eefd
You really could spend a lot of time reading in the FMCSA website.

And... if you really have some reading time available:
    http://www.dotcr.ost.dot.gov/documents/ycr/pl104-88.pdf

The motor carrier portion starts on page 51.
