Anytime a Broker calls a Driver into a Commercial Truck in Interstate Commerce this is called Coercion. Under FMCSA Rules and Regulations Broker calls fall under the No Coercion Rule. There are other Jurisdictions of Law that do apply such as the FCC. It is illegal for a Broker to utilize a Private Cell Phone Network to Trace a Commercial Vehicle.

I have no idea what you're trying to say. You seem to be putting forward two disparate ideas. One is that apparently brokers clandestinely track cell phones, they don't. They use tracking apps with the consent of the driver. Often times this is part of the contract. The other I have no idea what merely talking to a driver would have to do with coercion.
