I started out local driving from a warehouse position. Not quite from "dockwork" but close enough. Just a smallish company that had their own trucks. I'd look around on you way to work for someplace like that. A smallish place with their own fleet, not too big as they start to develop anal company policy. The smaller places might let you borrow a truck for testing. Or someplace close to home.... Just go "bang on doors", look for something you might want and ask what they are looking for.
Maybe you need to pay for training from a college or "school" to get a CDL. Depends.

You don't have to go OTR, it's just easy to get into.

You could just get rid of everything, house and car and go OTR. You can bank alot when you only have a cell phone bill.

In many cities you can start with a local job. OTR is not mandatory for newbies. HOWEVER, you have to find the company that will hire inexperienced drivers to work locally. MOST newbies say they want this or they want that, yet they only consider starting at the worst companies in the industry. Don't consider CR England, CRST, Western Express. Google your city and trucking compsnies then call each one and ask them if they hire inexperienced drivers.

Probably plenty of local jobs available right out of cdl school.
Saw an ad a few months ago for Doll Distribution hiring drivers with cdl a or cdl a permit.
