How do you interpret it as written in the book and link provided?

I could see doing a Safety Check.
But can not check Securement. Unless it doesnt have a seal.
Majority of the time these loads have no securement of any kind.
I guess they (Shippers) consider 'The Box' (inside of Trailer) securement enough.
There are many times when picking up a drop/hook I never even see the inside of a trailer. -

If hauling cheese barrels, (640 lbs), then you really need to be careful starting and stopping and watch your following distances and traffic actions.

I'm simply going by what is in the book provided by the state, the entity by which Florida drivers must abide and test with in order to obtain their CDL. If it's in the book one has got to assume it can be on the test given by the state. That's an excellent point with the seal. I'm going to get clarification on this from the DMV in Tallahassee. I'm betting it's a state requirement enacted by bureaucrats who have limited, if any, commercial driving experience.

You've been correct all along. See post 124.
States have to follow federal laws. They can add to but they can't take away.
In regard to seals...
Breaking a seal is not always practical like at a meat plant. It takes a miracle, new bills printed and at least an hour to have a seal broke. Those situations you know the trailer is loaded single pallets and you have faith in the shipper.900,000-tons-of-steel Thanks this. -

My employer has us doing the not yet required 30 min break before 7 hrs driving time has passed, just so we get used to doing it. Other than that, I stop 2-3 extra times to use the bathroom and whatnot.
Honestly, taking that break in between does refresh. I usually fuel, make a sandwich and take a shower during that time. -
