I'm also a new driver ,got my license in November 2018 and after a week I updated my resume and applied on Indeed, I kid you not, 2 minutes later I had a road test set up for a local job. I did have straight truck experience in my previous G class jobs so I'm sure that helped but the big thing is your age. You said they wouldn't hire you 'because of insurance'. While they could be referring to your lack of experience it actually might be your age. I'm 25 and waited until I turned 25 to get my AZ because when I was 22 driving straight trucks I went around and asked employers and they said they weren't interested in AZ drivers under 25 (for insurance reasons).
You can try Puralator if your in the GTA, they have a program where you driver a G class and they move you up to a AZ when they deem you ready. If you're willing to go crossborder just get your passport done and there's plenty of those. But make sure you do the math. Some of these companies want to pay new drivers as little as 40 cents per mile. Add in the fact that the U.S has less hours of service (10+1 hour on duty), you can easily spend 30-minutes waiting at a border crossing, then there's waiting for your load to be ready, pre trip on the truck/trailer, traffic/accidents, walking your dog if you have one, etc ,etc. Before you know it you're making less than a new local driver and your never home. However, if you actually plan on living in your truck and get rid of your rent then that will outweigh the costs of everything else.
