    Part of it is also the driver being passed. Being aware who's coming up, who's behind.

    Also hug the shoulder when in the right lane.

    Yes I could never understand this kind of mentality why pass if one is pulling up to turn in only a few hundred feet? I just put it down to extreme impatience or they simply didn't know they were that close to the turn off.
