    Simple solution:

pay the driver a percentage of the net the truck makes (not including repairs) by doing this you are protecting yourself from fuel being sold. At the end of the month if fuel usage is such and such then give a bonus. By doing it this way the only person who is getting hurt is the one selling the fuel, 2-3 weeks without a check because he/she was selling fuel that driver will quit and move on.

Would you rather make 100% or just a percentage. If you are paying the driver a % he is better off losing that percentage as he gets 100% for the fuel sold. The logic works to encourage a honest driver to save fuel but not a thief.
A company can not pay 100% of what was saved to a driver , where as the thief gets 100% of what he/she steals.
No , they (the thief) only looses the % they were to be paid of net amount and a fuel bonus. The owner looses 100% of the cost of the fuel. You can not incentivise a diesel thief not to steal because you would have to pay them more then the value of the diesel for every gallon saved for it to make sense not to sell it.

I do however realize that paying slave wages makes people desperate and thus more likely to do this then people paid well.

    yup limit the fuel limit on the card to 125 gallons a day. most trucks average 6mpg or better. 11 x 65mph = 715 ... 715/6.0= 119

You all don't get it lets say you pay a driver 50% of net to truck so lets say it looks like this

    One who steals fuel:

miles at say 1.34 to truck for 3000 miles = $4020
4020 - fuel is lets say $3000 that would leave
1020 at 50 percent so driver would make a whopping $510.00

Now driver who doesn't steal fuel

miles at say $1.34 to truck for 3000 miles = $4020
4020 fuel runs me around $1500 that would leave
2520 at 50 percent so driver would make a whopping $1260.00

again we are not taking in account of fsc. So by the above example holds one liable if selling fuel because oo is not paying for fuel at this point the driver is. And by paying percentage, driver is considered independant driver and qualifies for 1099 with all proper documentation put in place.

you have to do a really thorough screening to make sure driver aren't stealing your fuel. What happens to the party on the other end receiving the fuel?
