You ain't gonna beat a rusted slotted screw with a screw driver. Time for plan B. Alot good advice above. Chisel, cut it or grind it off. Even a center punch and drill will work

PB Blaster and soak it for a few days,
helps remove rusty old bolts......... -
grinder with a cutting wheel ,go on the inside of the fender, but before you do that go to your favorite KW stealer and get all new ones on stainless and the nuts too, mine are stainless but somebody at KW installed then with steel luck nuts.

I got an email into my KW parts girl....about these parts and stuff.
ETA on the new mud flaps I want is 1 week anyways (they dont stock white front ones).. -
Be sure to wear some white cowboy boots to match those white mudflaps...

If you want individuality you'll like my Pete when I get done pulling off all the 1995 doo-dads... I've already ditched all the Chinese lights. Next are the 6" stacks, the visor, the 63" bunk and some other stuff.
All my mudflaps except for those on the rear are history, too.
Now THAT'S different! -
torches just cut the nuts off, as you said you are replacing the mudflaps anyway p.s. you should think about sticking with the more flexable ones and wrapping them toward the tire it really closes in the wheel opening and almost completly stops tire spray can post a pic if you want
