On a brand new engine is there anyway around the DEF + EGR to make it like an old pre-emissions engine?

Depends on the motor. Some are easily bypassed, others aren't so easy.
If nothing else, you can use distilled water for DEF. DEF is basically purified water with urea in it, distilled water is the same thing without urea and it's cheaper. -
There's probably kits out there, just be aware, deleting or tampering with the emissions controls will void your engine warranty, plus if you get caught, it might lead to huge fines.

Ever see the smog stations of California? The CSA 2014 will be checking for missing stuff then. If you aint got it, it will cost you $$$ to have it put back by a certified mechanic, all because you couldnt live with it.

Why would you want to do this? I'm not asking for the sake of being green and all that crap, just saying that removing it probly won't get you any real results that'll outweigh the warranty being voided and the stiff fines that could be given if caught without it.
I have the dd15 Detroit with all the emissions crud on it, DPF, yes, def, no, (thank god....) and it does just fine. If the governer wasn't jacked with, it would run right along side with the older, non-emissions motors.
Usually, these engine manufacturers do a pretty good job designing a motor that will still have good performance and economy, regardless on what kind emissions crap they have to include on it. -
Even though I don't run a def motor, I'd like more solid info on this too. My spidey sense tells me that even if diesel exhaust fluid did contain a certain amount of distilled water in it, its the urea that does what is necessary to make a def engine work properly.

You can not run disstilled water in them. You will get a check engine light in less than 30 minutes on a Cummins. There really isn't a way to disable anything on these engines with out a fault light giving you a derate in power.

about engines designed for SCR.... I do not mean engines used before, like Mercedes PLD engines and Cummins that were upgrade with SCR to EPA2010 and Euro-5.
Really from EPA2002 and E3 NOx limits do not allow to use hot exaust engines, with longer stroke, becouse hotter exaust - more NOx. But really SCR may let you get zero NOx. So engines like D13 and Detroit Diesel DD15 got longer stroke, and very hot exaust, but engeneers do not think about NOx, becouse they know SCR will clear all!
So newer E5/E6/EPA2012 engines w/o EGR and SCR are more harmfull 90-s Euro-2 engines. and it is not all, SCR loves hot exaust, when engine is not warmed up well SCR do not clear exaust fully becouse carbomide must be destroyed for reactoin with heat (pyrolisis). And it is not all, if no engine power limitation with SCR fault catalistic converter may be melt down
