between Livingston and Bozeman or Belgrade seem to be the worst winds. The rest of the road is pretty nice. If this is the first time you've been across, past Bozeman, if you can drive it during the day would be best time to view the country. It's gorgeous.

In WA you will be required to have them. 3 times now in the last 7 years I've had to haul the bags out from under my rack for the WA DOT officer to visually confirm them. Level 1, & 2 inspections.
BTW, they were mostly sunny, but cold winters days... With no chance of weather that required using them those days. so I'm gonna assume its part of the inspection process.
just a heads up that they do check if you get pulled into a scale -
Most of the rest area's in ND have free WIFI, except for the one closest to the west border. There are 2 nig TS right at the scales after the I90/I15 interchange. The one to your right is kinda new so doesnt fill up and has lots of parking. There are 2 truck stops west of spokane after you climb up the long ##### hill. A pilot is first, then a nice petro. That petro has a redbox out fron if you wanna rent a DVD. On the east side of spokane you are better off to stop at the pilot/fj right on the idaho side of the border, exit 2 or 3 I think. Also, WA has a scalehouse right at the border that always seems to be open.
