Massachusetts: The ban on tattooing was lifted in 2001 after the ACLU successfully challenged it in court, recognizing tattoos as protected speech, notes this

Probably the real reason I don’t have any tattoos..by the time it become legal where I lived I was busy raising my daughter.

Some sailors and maybe other branches would get their service number tattooed on their wrist or lower arm. At one time military members were given a Service Number, but later used a Social Security Number.
    Service number was 7 digits.
They said they got the Service Number tattoo, in case they forgot what it is. I said, "How can you forget something like that; that's a big day in your life?"

Service Numbers and Social Security Numbers
Service numbers and social security numbers are used at the National Personnel Records Center (Military Personnel Records) as part of the identifiers used to store and locate records.

Social Security Number (SSN). Always include the veteran's social security number on a request.

Service Number (SN). Also include the veteran's service number on a request if service was during the period when service numbers were assigned as personal identifiers. The military services discontinued using the service number as an identifier and began using the social security number on the following dates:

Branch of Service Date of Changeover
Army and Air Force July 1, 1969
Navy and Marine Corps January 1, 1972
    Coast Guard October 1, 1974

A few got the KKK tattoo because that was an automatic discharge. That was the fastest way to get out.
Some said, "As soon as I get home as a civilian, I'll have the KKK tattoo removed."
