if its on private property, sheriffs have juridiction.back in the days, chp would patrol small town, but the sheriff dept. are taking over. if its on a highway or freeway, then chp takes over. have your freind find where the nearest sheriff or chp office is and start driving there and don't stop till he gets there is my suggestion

By that logic, calling the police would do no good because 1, maybe 2 cops would show up.

Gangs actually do have a code of conduct. It isn't all anarchy as you seem to be presuming. There is almost always a rank structure, and people at the bottom can't just automatically go out and do something without permission, or they could risk getting killed.

As posted earlier, gangs typically don't make threats and announce their intentions in advance. Plus, making a threat is a chargeable offence that the Sheriffs dept is obligated to act on.

Nope not buying it,a thug is a thug is a thug!!! No two ways about it. There's no code of conduct that is conducive with humanity neighbor. There is no glamour thug college. No sir there is zero rules, they'd like to tout that there is,but trust me a criminal has no boundaries. Everything is up for grabs, when you glamorize " thug code of conduct" isn't that what grown ups call "oxymoron"?

Not saying I believe, not saying I don't. I have stuck my nose in the bilge of many a boat. If there are people after him, Being around may NOT be a good idea. When Cops don't want to protect someone, theirs a reason. Just making a point.
