CSA = federal reporting of violations. Requires a DOT certified officer to fill out a CVSA inspection report. All violations are noted and points assigned even if no citation is issued (getting a warning)
A citation (ticket) is a local issue, based in the local court. Usually with a fine associated, but has no bearing on CVSA'a CSA or PSP points.
I'm sorry you cannot wrap your mind around this concept these are two different, but admittedly related issues.

Actually if you want to get down to the nitty gritty of it. ALL the carriers with DOT operating authority had better be watching out for these CSA scores.
