Actually it "can" happen and I have ran across this probably half a dozen times in the past 15 years. When an NDR or CDLIS check is ran, all that is required is the first four letters of an individuals first and last name and his/her DOB. SS# and DL# are desirable but not required. When it id performed without the numbers yhere is a reasonable expectation of a screwup, that is a person with a similar name and DOB with a suspended license. To clear it the person must contact the state involved, provide proof that he/she is not the person and be issued a clearance by that state.

A state MVR will not disclose the problem, so before hiring someone a company should and can have a NDR and possibly a CDLIS inquiry done. For new CDL issues, the state Dept of Motor Vehicles does this. Same for annual checks.

    Yup!

This is usually the case. The half dozen or so I mentioned above are far over-shadowed by literally hundreds over the same time period who lied or "forgot".

BTW, some states are worse than others with NDR entries and retrievals, and from what I have seen Illinois is one of the sloppiest. Almost all the ones I mentioned above were shown suspended by the state of Illinois. None were actually suspended but their names popped up when the inquiry was done with the four letter method and no identifying number.
