    Yes. It's in the parameters.

    You can set the maximum idle and pto speeds.(if it's YOUR truck)

    Set them to 1400rpm and you can use cruise to select anything in that range from idle to 1400.

    It's still terrible for an emissions truck to idle though and results in certain, very costly repairs .
