CVSA decals keep you from a RANDOM inspection. If there is an obvious violation the vehicle can be inspected again.
I wouldn't know anything about quotas, never had one.

Although it was said, "tongue-in-cheek" and, you, may not have any quote's, but I have had more than one Trooper admit to me that they were "persuaded" if you will, to make a certain number of "contacts" a month.
A Kansas squad captain, used to live two doors down from me, we have had SEVERAL conversations over the years. He was a really down to earth guy, and I was surprised at the amount of stuff that he was not really on board with.
But, such is life! -
So in the world of government employment there are no metrics, no goals and no way you are measured to see how well (or poorly) you do your job? I'm guessing you are actually playing coy with your terminology, one man's "quota" is another mans "production assignment".

Thanks to Roadmedic and Scalemaster for clarifying my post. As they pointed out 1) CVSA decals are only issued after a Level 1 inspection and once issued are recognized for the purposes of not selecting you again for a random Level 1. Theoretically you could go through a Level 2 or 3 inspection every day of the week and even a current decal will not prevent another Level 1 if a defect is observed.

If I were in your place, I would be calling to have a conversation with her supervisor, to ask them if that was normal to do a level 1 from inside and in 16 minutes. Just to drop the bug in their ear that they need to watch that one. If nobody ever calls, that nonsense will keep going on.Hammer166 and hunts2much Thank this. -
SM, although I agree with your premise, do you really think that it is our place to "police" the police? If this driver is in this area a lot, I could see this situation going sideways in a hurry. -
