I think that there is a difference between operating without active IFTA (DOT ticket) and filing late too, with the latter being rather symbolic...hopefully. -
I don't think I can operate. People don't have a grace period if they didn't renew by Dec. 31st. That sucks. So, I don't know if I have to apply for a permit for a single trip until then. I haven't done it before. And I don't want tickets and hefty fines for my insurance to go up.
People who didn't renew by Dec. 31 are operating without IFTA authority and will be subject to applicable fees, penalties, and assessments. OUCH! -

That is why people are misinformed. You need to purchase the permit by Dec 31st to be allowed the grace period until March 1st. That is why so many are misled and confused.
I still don't know why they call it a grace period when there isn't any. That is what got me here in the first place. -
