Dont count on jumping into the trade at 21. Most companies want you to be 23. Some might hire you at 21 but it will be difficult. I got my cdl at 21. I was the class champion at my school. Highest grades of 40+ people. It took me three months to find my first job and it was part time with a local company. Two more months before I got an OTR job. Its not going to be easy for you. Try to find a job driving a dump truck or mixer or a straight truck box van.
Like other said GO TO COLLAGE! Trucking is at one of its lowest points right now. It sucks for people that have been driving for years. It will realy suck for a new guy. Pay is a joke. Their is no glammor in trucking. Its an illusion that the trucking schools and company recruters use to sell you a trucking job. Its not all its cracked up to be. When you were rideing with your grandfather you were seeing trucking through childs eyes. Im sure it looked awsome! Through an adults eyes trucking is an abusive job with little or no positive parts. I now you think you want to bee a truck driver but if you have any social life like most 19 year old people do it will be gone. Hanging with friends, partying, and girlfriend. No time for that anymore. You will be working 60 to 70 hours a week and you wont be home at the end of the work day. Think about it hard. Look at it from all angles. And go to collage.

That's why I was thinking construction. I think he'd have a better shot there than most. Or any job that is lined up with a route that stays within the state. A lot of times companies will set their route so they do stay within the state for tax reasons. You can try medical waste, chemical waste, or any company that is set up for a service to another company. You've got to go out and find them. Stay away from tankers especially gasoline. But you could look into fuel for homes. That would start you off in a field that requires training so your next job knows you're willing.
