That looks cruel to animals. Should be outlawed.

If I were the owner, the cow would be humanely put down with my gun and maybe transported strapped dead provided the carcass was lawfully secured. The dead cow could also be donated to charity for meat.
No farmer wants a cow so injured.

One time a dump semi was in front of me while driving on 101 through in Novato, CA. There were animal hooves sticking up in the air. The truck was full of horse carcasses and cow carcasses upon closer inspection and I at first wondered why it stunk so badly.
