Some steerable drops have an auto lift when trans goes into Reverse. Most have outside/inside switches. Nice during the Winter snowpack. Gets that extra weight where you need it.
Why is that stupid? I think its pretty smart. Obviously you can control the axle weights with a lift axle, you can make your gross appear lower as well. Have you ever rolled up to a scale with your tag down on the trailer then lift it as your trailer hits the scale, or lift the tag on your truck going across the scale then drop it just as you exit the scale? You can make 82K gross look like 80K doing that. California is wise to that. I can't understand how every other state doesn't know that.
