The absence of one suggests it isn’t DOT regulated.
IIRC it falls on whomever prepares the BOL anyway if anything happens and info was omitted.

I can say for sure that at a former employer they were having us haul food grade products in IBCs that were formerly used for some form of Roundup pesticide/insecticide.
Caused an absolute #### storm of blame and litigation once it was detected at a customer as being contaminated. Of course the company turned on the drivers and said we were at fault for not reporting that the IBCs as non food grade. Of course the shipper had peeled off the labels and rattle canned over the metal to hide the former labels. Management tried throwing the drivers under the bus on that one.
It backfired luckily as they were pocketing the money off selling the used IBCs and the regs target shippers/receivers for this and not the drivers for once. Management at my old job was pocketing 3-4k dollars a week selling used hazmat IBCs to unsuspecting buyers. Did this for like a year. Guy still has his job there.
All said and done, I'd find out to CYA. Even if you get off Scott free, you don't want to deal with the headache. I'd get a written statement from someone declaring the load isn't hazmat. Use your Qualcomm or text dispatch. This goes double if you don't have a union with good lawyers to protect you from management trying to send you and a few other working stiffs to prison for their felonies. Insect repelant, made for skin contact so it is not toxic/poison, the bill uses old language 'NOI" the shortened NOIBN before it was changed to NOS 'Not otherwise specified' verses 'Not Otherwise Identified by Name'.
Most of the time any really bad stuff is in a tiny amount and 90% - 99% of the ingredients is 'inert materials' this stuff wasn't considered a haz mat BEFORE the 'Limited Quantity' came about.
Now an identifiable Haz Mat in a consumer package [ex. butane lighters] would mention the hazard and say 'limited quantity' for communication.
H M CDL endorsement is not needed and no placards required in the US for 'limited quantity' except a special placard on export shipments to meet maritime and international regulations.Last edited: May 9, 2024
