    I've been inspected a few times in Ca. at a pull-off area or a wide spot by a single officer and while inspecting (which he had signs prior to the inspection area) if a truck pulled in, he would wave him through, if he was still a ways off from finishing with me. What he's looking for is for him to finish with one truck and another pulls in just at the precise moment so he can proceed to inspect him.

    I started updating my logbook when one finished with me in TN and he told me to get moving because he couldn't wait to pull another truck in .
