Yes. There's usually not a whole lot of insurance companies to choose from for new authorities though.

So here’s a question. I pay $2000/yr for liability on the 1986 Pete 359 in the sig pic. This is insanely low. I think they’ve undervalued the truck. I estimate the truck is worth $30k US. I could get it appraised but does that appraisal automatically go to the Ins company? Will the Ins company tell me they currently have it valued at? Why Is it my job to tell them what it’s worth?

No the appraisal wouldn't go to the insurance company automatically.
They can't tell you how much to insure the truck for. You tell them. That way if you over insure or under insure it it's on you, not them

3 years ago when I could afford a first truck I looked into costs. I had called OOIDA. Basically a first year of on your own the costs will be high. I was told at the time that it might reflect better to sign on with some one using their insurance for the first year. That after a solid year of nothing happening would OOIDA be really able to help get a better deal. Yet the cost I was seeing was 5k for the insurance alone minimum.

Yes you tell them what you want it insured for. However watch out for terms like 30,000 insured, or actual cash value. Yes you pay for 30,000 coverage, but they will try to pay you actual cash value the day of loss. Its tricky stuff.
