Without a functioning boost controller, the engine will not be able to build enough turbo pressure to make hills manageable.
With an open circuit fault, either the solenoid itself has failed, or the wiring to the solenoid has become severed.
May be as easy as identifying the boost control solenoid and reseating (unplug, and reconnect) the connector to the sensor.
May have a broken wire in the harness on the other hand.. -
You might wanna start by telling us what engine, but Im already suspecting its the Junkforce.
Heavyd Thanks this. -
You suspected right

You know what the problem is ?

Either you have a bad boost control solenoid, or wiring to it. If you unplug it and insert a paperclip into the harness connector to short the pins, the code should change to 1257 for a shorted circuit to show the wiring is ok. Then you know the valve is bad.

If it is a bad boost control solenoid , how much do you think it will cost to have it fixed ? Just trying to get an idea because it sounds like you know what you are talking about

The valve itself is easy and quick to change. I don't know the price of it.
