That merge sign is for MERGING traffic NOT thru traffic. Because many drivers do make a hole, the merging traffic thinks you have to. It all falls on the merging traffic to enter the thru lane with out interrupting traffic flow. If they have to stop at the end of the ramp so be it. . Agreed, many in thru traffic do make a hole for some but it is a courtesy. NO LAW saying you have to.
In Germany there is a law that says to use the zipper merging system. Every other vehicle allows one car in. .

Telling them to run down the shoulder is as bad but in reality this situation is lasting for maybe 1/2 hour in heavy traffic. Excluding construction back up. Dallas and Houston is the worst. Then a close second is Virginia Beach VA. However doing things according to the LAW is sometimes worse than being courteous. The worst is and I repeat the Worst is some OVER cautious numbskull with no clue what is going on around them in thru traffic hitting the brakes in 70 mph traffic for some dummy not paying attention to traffic to let them merge and they come to a near stop . Dash cams can save you.
So it really is a judgment call . One has to remember the traffic behind. Are they paying attention? Are they ready for you to hit the brakes due to the drivers in front of you slowing abruptly ?
Are the merging drivers good or just idiots like so many others.?
That is several of the reasons we truck drivers are and have to be better than any one else we share the road with. .We are not perfect but if we try to be we are improving. -
