You bring up an interesting question. One that I have also thought about. You absolutely can NOT haul interstate freight AT ALL. However, I am not 100% sure that it's prohibited to PC across a state line just to get food etc or to go home. EVEN if you don't have interstate operating authority. There are so many exceptions to exceptions and the way rules are interpreted in some situations seems silly at times. To be 100% honest while it seems funny I think post #7 nailed it! While I was operating interstate I PCed across that NC/SC many times over the years. One of our customers was very close to the NC/SC line on I-85. Sometimes I would drop my trailer and bobtail down to the fishhook in SC and eat. There are NO state scales to cross. Catch me if you can!

Unless there is a 'commercial zone' on the boarder you are not good with that license plate. My non CDL truck has a NJ 'not apportioned' plate and I'm legal in the NYC area with just a NY HUT and no IFTA and just a commercial plate, I believe my class 8 guys with NJ commercial plates [non IFTA] can do the same.
Most places do not have anything like that any more so you need a trip permit for IRP each time you go to SC.....
Now that IRP decided to list all US and Canadian states/provinces on all IRP registrations you never need to get an IRP trip permit AND since IFTA is universal you won't need any fuel trips. Too bad for Transceiver and J J Keller's permit departments but them bloodsuckers made more than enough already.....
