Many of us were in a similar situation when offices closed due to Covid for months last year. I couldn't renew IRP. And I couldn't get my own title for the trailer. But all of us got an exemption for that. One way around is to lease the truck. The seller leased the truck to you in the meantime while you wait for the title. Then when you receive your title, you can update the documents. So, your truck could be on lease even though it is not. That way you can operate and don't have to pay for single trip permits (IFTA). These add up after expiring every four days.
